MADRID, Spain – The judge investigating the mass entry of migrants into Ceuta has requested a copy of the 40 declassified reports from the government, with María Tardón deciding on Wednesday to incorporate those documents into the case. Meanwhile, in the autonomous city, the first transfers of migrants to other autonomous communities have begun, with five minors who entered at the end of July set to be transferred to Navarra following an agreement between the two governments.

More than 2,000 children in Ceuta have already been registered by the National Police, as authorities continue to grapple with the aftermath of the crisis that saw tens of thousands of migrants cross from Morocco on 30 and 31 July. The transfer of the five minors to Navarra marks the first concrete step in a process that is expected to see other regions receive unaccompanied children as part of a coordinated national response, though the pace and scope of such relocations remain subject to ongoing negotiations between the central government and the autonomous communities.
The judge’s decision to incorporate the declassified reports into the investigation reflects the growing judicial scrutiny of the events surrounding the mass entry, as the National High Court seeks to establish the full chain of events and determine whether any organised action from Moroccan territory contributed to the breach. The reports, which were prepared by various government departments and intelligence agencies, are expected to provide the court with a comprehensive picture of the warnings, intelligence assessments and operational responses before and during the crisis, including any indications that a mass crossing was being planned or facilitated.
