RABAT, Morocco – Morocco asserts it explicitly warned Spain that a recent Supreme Court ruling banning immediate border pushbacks would trigger a severe migration crisis. A Foreign Ministry official stated during a press briefing that Rabat had alerted Madrid to the potential fallout of the July 8 judicial decision, which outlawed the summary expulsion of migrants arriving by sea. Despite the recent mass influx into the Spanish enclave of Ceuta, the official maintained that bilateral relations remain strong, though Moroccan border forces were ultimately overwhelmed by the unprecedented volume of crossings.
Ceuta Crisis: Security Press Chief Dismissed Over Early Warning
The immediate pressure on the border has eased, with no new entries reported into Ceuta recently and the vast majority of the estimated 73,000 individuals who crossed having returned to Moroccan territory. Approximately 2,500 migrants remain in the autonomous city, according to Spanish government figures, though local authorities suggest the actual number is higher. As Spanish Interior Minister Fernando Grande-Marlaska meets with European Union counterparts to defend his country’s migration policies, the bloc’s response remains fractured. While European Commission President Ursula von der Leyen commended Madrid’s handling of the situation, nations such as Italy and Finland have expressed sharp disagreement, with Rome even suspending Schengen free movement for travelers arriving from Spain, despite the fact that the enclaves of Ceuta and Melilla are excluded from the borderless zone.
According to Moroccan diplomatic sources, warnings were conveyed to Spanish officials around July 22, coinciding with increased activity by human smuggling networks on social media. The Moroccan government argues that the Spanish court’s decision effectively eliminated the deterrent factor that previously kept mass crossings in check. This legal shift, amplified by viral misinformation and organized trafficking rings, precipitated a sudden paradigm shift that resulted in tens of thousands of people breaching the border in a matter of days. Spanish border guards and local authorities had already been reporting severe operational strain and extraordinary pressure on reception resources in the days leading up to the mass event.

Rabat emphasized that migration management must be a shared responsibility rather than an exclusive burden on transit countries. The Moroccan official highlighted the financial disparity in border security efforts, noting that Morocco spends approximately 500 million euros annually on prevention devices compared to the 145 million euros provided by the European Union. Furthermore, the official dismissed criticisms that Moroccan security forces should have used physical force to halt the advance of 40,000 people, describing such expectations as a simplistic misunderstanding of the complex migratory phenomenon.
Von der Leyen Demands Fast Returns as Ceuta Migrant Crisis Nears Breaking Point
While expressing frustration over certain Spanish political figures allegedly exploiting the crisis for domestic electoral gain, the Moroccan Foreign Ministry reiterated that operational coordination with Madrid remains intact. Looking ahead, Moroccan authorities insist that a purely security-based approach to migration is destined to fail. They argue that effective border management must be coupled with comprehensive development initiatives and streamlined return procedures, urging both nations to fully assume their respective responsibilities in addressing the root causes and logistical challenges of irregular migration.
