CEUTA, Spain / BRUSSELS, Belgium — The European Commission has condemned the massive influx of migrants into the Spanish autonomous city of Ceuta as “unacceptable,” demanding immediate action to halt dangerous border crossings and implement rapid returns. The crisis has pushed the North African enclave to the verge of collapse, prompting the Spanish government to deploy the military to reinforce overwhelmed border security forces.
Hundreds Of Migrants Cross Into Ceuta As Border Pressure Intensifies
According to data from the Spanish Ministry of the Interior, up to 49,000 migrants entered Ceuta starting early Thursday, while local authorities in the autonomous city estimate the figure could be as high as 60,000. Thousands crossed on foot via the Tarajal border jetty or by swimming along the coastline, completely overwhelming the Civil Guard units stationed at the frontier. This unprecedented surge quadruples the number of arrivals recorded during the 2021 border crisis, marking the most severe migratory event on Spain’s Moroccan border in the 21st century.
European Commission President Ursula von der Leyen addressed the escalating situation on Friday, strongly criticizing the chaotic scenes and calling for an immediate end to the perilous crossings. Her statement underscored the urgent need for coordinated European and bilateral measures to manage the flow and process rapid returns, reinforcing the European Union’s stance on securing external borders.
In response to the crisis, Spanish Prime Minister Pedro Sánchez and Interior Minister Fernando Grande-Marlaska traveled to Ceuta on Friday to assess the situation firsthand and coordinate the emergency response. Following discussions with Moroccan authorities, Prime Minister Sánchez attributed the massive surge to the deliberate exploitation of a recent Spanish Supreme Court ruling by human trafficking networks. He stated that these criminal organizations have circulated a distorted interpretation of the court’s decision regarding maritime returns, allowing the misinformation to spread “like wildfire” through smuggling networks and directly triggering the current avalanche of arrivals.
To address the immediate crisis, the governments of Madrid and Rabat have jointly announced that individuals who have entered Spanish territory irregularly will be subject to rapid return procedures to Morocco. Despite this bilateral agreement and the heavy security presence, pressure on the border remained intense throughout the night. Thousands of individuals reportedly resisted leaving the border zone, continuing to attempt coastal crossings into the enclave.

The human toll of the crisis has been severe. According to the Ceuta Government Delegation, the ongoing emergency has already resulted in at least 41 fatalities, highlighting the extreme dangers faced by migrants attempting the crossing. The deployment of the Spanish Army, alongside intensified diplomatic coordination with Morocco, represents a critical effort to restore order and prevent further loss of life.
