HUESCA, Spain – Victims of recent group assaults in Huesca, including incidents involving Moroccan unaccompanied minors, along with their families, are urging the city council to spearhead new initiatives to ensure the city remains safe and to prevent other families from enduring similar traumatic experiences.

A delegation of the victims met with Huesca Mayor Lorena Orduna this Friday at City Hall, where they formally presented a document outlining ten key proposals. The representatives emphasized that these measures are essential to improve urban security, enhance support for victims, and prevent future attacks in the community.
Among the primary demands is the establishment of a comprehensive municipal victim care protocol. This framework would provide clear guidance on the necessary steps to take following an incident, including legal orientation, access to psychological and social resources, and streamlined coordination among various public services. Jara Viñuales, one of the victims’ representatives, highlighted the profound confusion that often follows an attack, noting that individuals are frequently left stunned and unaware of the procedures, documentation, or resources needed to effectively pursue their case through the legal system.

The proposal document also calls for an official institutional condemnation of the violence, alongside tangible security reinforcements such as increased video surveillance and improved street lighting. Furthermore, the victims are requesting the designation of a dedicated reference person or service to guide those affected, as well as the creation of a joint working group comprising local police, the Juvenile Prosecutor’s Office, and educational and social centers. This group would be tasked with analyzing assault trends and coordinating preventive measures, supplemented by periodic public reports on violent incidents and the actions taken by authorities.
Addressing the specific challenge of offenses committed by minors, the victims urged the City Council to advocate for a revision of current intervention protocols to ensure the immediate involvement of the aggressors’ parents or legal guardians from the very beginning of the process. Additionally, they requested that the local government promote initiatives directed at the Spanish Government and the Cortes Generales to review existing legislation regarding the criminal responsibility of minors.

Highlighting the difficulty of achieving legislative change at the national level, Viñuales pointed out that amending the current Juvenile Law requires gathering 500,000 signatures, prompting the group to seek broader public assistance for a cause they feel has become too large to manage on their own.
