MADRID, Spain – The television programme Código 10 has revealed that the Spanish government received official warnings on July 28 and 29 about the risk of a mass border assault in Ceuta, which occurred on July 30, with the programme claiming to have documentary evidence supporting this thesis.
Robles suggests CNI informed government before assault and apologises to Ceuta residents
The presenter introduced the investigation with a direct warning to the executive, stating that the judicial investigation is already underway and that the magistrate overseeing the case, María Tardón, who was on duty at the National Court when the events occurred, already has a complete report on her desk that could lead to criminal liability for the government.
The first document shown, dated July 28, bore the subject “Risk analysis of possible irregular entries in Ceuta on 30/07/2026,” in which security forces warned of a current risk of a mass jump over the Ceuta border fence or a crossing by swimming during the last days of July. A second report, sent the following day to the Secretary of State for Security, warned of extreme risk and anticipated that thousands of migrants would enter in a coordinated manner, according to the programme.
According to the report, the response of Interior Minister Fernando Grande-Marlaska to this warning consisted of sending five Civil Guard GEAS units, one Civil Guard patrol with two officers, and a van with five National Police officers, three of whom were in training. The programme’s revelations have raised serious questions about the government’s preparedness and response to the crisis, with opposition parties calling for explanations and demanding accountability.

The government has not yet responded to the allegations, but the report is likely to intensify political pressure on the Interior Ministry and the prime minister, who has already faced criticism for his handling of the Ceuta crisis. The ongoing judicial investigation will determine whether any criminal liability arises from the government’s actions or inactions leading up to the mass border crossing. The revelations are expected to dominate political debate in the coming days and could have significant implications for the government’s credibility on national security issues.
