BARCELONA, Spain — A quick swim can quickly turn into a distressing ordeal when bathers return to the shore to find their belongings stolen. To prevent victims from being left stranded in their swimwear without money or identification, the city of Barcelona provides an emergency survival kit to those who fall victim to beachside theft.

The municipal government has officially launched a public tender to supply these basic clothing and accessory kits for the summer campaigns of 2027 and 2028. The procurement process outlines the acquisition of approximately 450 kits per season, with an estimated annual contract value of 6,610 euros. This initiative ensures the continuity of a service that has been operational in previous years as a key component of the city’s special summer security deployment.
The technical specifications of the public tender detail the exact contents and quality standards of the emergency package. Each kit includes a white cotton t-shirt bearing the city’s logo, a pair of navy blue shorts with an elastic waist, rubber flip-flops, and a white waterproof backpack featuring municipal insignias and handles. To accommodate all affected individuals, the garments will be manufactured in a variety of adult and children’s sizes. The bidding documents strictly define the fabric weight, materials, and construction details to guarantee a minimum standard of quality for all items distributed.

Beyond the textile supplies, the local police force, the Guàrdia Urbana, typically provides victims with a public transport ticket. This additional assistance enables individuals to return to their homes or accommodations without the immediate need for cash, which is often stolen along with their personal effects.
This practical initiative addresses a frequent reality during the summer months, where opportunistic thieves target unattended bags and electronics while bathers are in the water. The new public procurement process does not establish a novel service but rather secures the ongoing availability of these essential items for the upcoming tourist seasons. By standardizing the supply of the kits, the municipal government aims to offer immediate, practical relief to tourists and locals alike who find themselves vulnerable after a theft.
