MADRID, Spain – The mass entry of people into Ceuta on 30 and 31 July bore no resemblance to the conventional migration movements that Spain has managed over recent decades. It was neither a spontaneous phenomenon nor a desperate response to sudden economic or social circumstances. Rather, it was a carefully designed process, executed in phases and underpinned by a level of planning that places it far beyond the scope of what might be considered a routine migratory crisis. A technical analysis prepared by the National Immigration and Borders Centre at the request of the National High Court reveals that this mobilisation was structured as a procedure with a clear before, during and after, a systematic approach that rules out any explanation based on improvisation or the spontaneous contagion effect that sometimes accompanies population movements.

The report underscores that the call to action did not emerge from nowhere. In the days leading up to the event, social media platforms were flooded with messages that, far from being innocuous, followed a staggered dissemination pattern. They began on open platforms such as Facebook, Instagram and TikTok with phrases as explicit as “30 July”, “It is going to be the best assault” and “If they intercept you in the middle of the sea, do they send you back to Morocco?” These seemingly naive posts served as the starting signal for a campaign that, as the date approached, shifted towards closed messaging groups such as WhatsApp, where the messages became more concrete and operational: “Each group should communicate among itself using handwritten notes rather than the internet, as it is being monitored”, “Guys, we are gathering to leave… we want to advance in groups of ten” and “Join this group to coordinate a collective assault at the border.” This transition from public to private spheres is no coincidence; it responds to a strategy designed to evade surveillance systems and to protect the identity of the organisers.
The comparative analysis conducted by the National Immigration and Borders Centre reveals that the message dissemination aligns with astonishing precision to the method known as SPREAD, a standard model for viral content design developed by Harvard Business School. This method requires a predetermined intention, the use of automation tools of a certain complexity and the involvement of content experts, professionals specialised in building structures and automated systems to optimise and distribute the message on a large scale. The coincidence between the observed pattern and this model cannot be attributed to chance; it demands, at the very least, prior planning and technical knowledge that far exceeds the capabilities of any group of amateurs.
The very sequence of arrivals reveals a tactical logic that does not correspond to the usual dynamics of irregular immigration, where crossings tend to occur in a dispersed manner and with a homogeneous profile. The first wave, which began in the early hours of the 30th, was composed almost entirely of young males aged between fifteen and twenty-five, of Moroccan nationality, equipped with wetsuits and fins for the swim crossing. Their mission was not to migrate, but to overwhelm the border control system, saturate the limited space of the containment yard and force the opening of the metal gates that separated the restricted area from the public thoroughfare. This opening, provoked by the accumulation of an ungovernable mass, was the critical moment that spread the message that “the border was open” and multiplied the influx.
Later, when the initial pressure had already overwhelmed containment capacities, the second wave arrived, composed of people up to forty years of age, complete family groups and young children, who represented between eighteen and twenty-five percent of the total. This shift in profile was not accidental. The presence of entire families and minors neutralised any possibility of a coercive response from the Spanish security forces, immobilised by the impossibility of employing deterrent measures against vulnerable groups. The entry of women carrying babies and the elderly turned any attempt to re-establish border control into an operation of high political and media risk. What began as an assault on the border became a calculated show of force that used the very vulnerability of the migrants as a human shield.
The report confirms that, during the early hours, the deployment of Moroccan security forces around the border crossing was practically non-existent. Satellite images obtained at 17:07 on the 30th show clear roads, police presence reduced exclusively to the entrance of the authorised border post and a steady, orderly flow of people and vehicles towards the access point, with a large number of taxis parked in an orderly manner in the vicinity. No police or military deployment is observed at the beach access points, around the breakwater or on the roads and roundabouts leading from Castillejos to El Tarajal. In some cases, Moroccan agents not only failed to prevent passage but, as the report notes, actively participated by guiding the crossing through the water and directing migrants towards the beach.
This attitude of active tolerance persisted throughout the entire day of the 30th and for a good part of the 31st. No serious attempt was recorded to disperse or move the mass of people away from the border perimeter, despite the fact that the concentration was visible and massive from hours before the crossing began. It is difficult to interpret this behaviour as occasional negligence or a lack of resources. Morocco has demonstrated on other occasions, such as the call on 15 August 2026 or that of 15 September 2024, that it is perfectly capable of deploying an absolute control apparatus and detaining hundreds of would-be immigrants when it so decides. The difference between the almost non-existent response on 30 July and the forceful response on 15 August can only be explained by a deliberate political decision.
The choice of date was also not innocent. The 30th of July coincided with the Throne Day holiday in Morocco, whose official celebration took place in the nearby town of Rincón, also known as M’Diq, just a few kilometres from the border. This circumstance made it possible to spread the message that the security forces, usually responsible for border control, were integrated into the security apparatus due to the presence of the royal family, and that the border had been left unprotected. Furthermore, the fact that it was a non-working day facilitated mobilisation and multiplied the number of people willing to join in the first moments, even before the collapse of the border control system became generalised.
Added to all this was the distorted use of the Supreme Court Judgment (Chamber III) 814/2026. The report notes that it was not the judgment itself, by its content, that acted as a driving element, but rather its manipulation. It was used as a credible basis, clothed with authority, which provided a guarantee component of legal security, and with this it managed to reinforce a powerful, highly credible and easily transmitted message: “If you enter by swimming, they cannot send you back.” This simplification, repeated ad nauseam in messaging groups, eliminated any fear of legal consequences and turned the crossing into a bet with no apparent risk.
Police Union Alleges Government Reprisals Against Officers
The result was a mobilisation that, at its peak, concentrated between 75,000 and 85,000 people in the vicinity of the breakwater, according to the report’s estimates, which considers that the border area remained practically inoperative for control purposes for a period of around ten hours. That figure alone places the event on an absolutely exceptional scale, far above any known precedent on Europe’s southern border. What makes this number even more relevant is that, according to the report itself, the vast majority of these people had no intention of remaining in Spain but participated in the assault as an act of collective affirmation, driven by the opportunity to take part in what was perceived as a historic occasion or even by simple curiosity sparked by the contagion effect.
