MADRID, Spain – Images have captured a mobile coverage device installed at the entrance of the Temporary Stay Centre for Immigrants in Ceuta, with sources at the centre indicating that the unit is not intended only for the nearly 1,000 internees, more than half of them of Moroccan origin, but for a radius that reaches as far as the settlement on Playa del Trampolín. The rental of this equipment is around 10,000 euros per month, according to the same sources.

The device is a compact base station on a trailer, of the type used in Spain to reinforce capacity at local festivals, Madrid Pride and the MotoGP Grand Prix in Alcañiz. It incorporates a telescopic mast of up to 20 metres, a container of about 9 to 10 feet with stabilising legs, an autonomous generator and air conditioning for the electronics. The assembly does not exceed 3,500 kilograms, meaning it can be towed without special transport and is designed to be operational within 24 hours.
In an urban area the usual radius is 1 to 3 kilometres, and with the centre located on high ground, that height can carry the signal as far as Benítez and the desalination plant, where hundreds of migrants are also concentrated. The internal account is that the network should serve the centre’s internees, but in practice the key to connecting to the device already circulates among practically all of those within 1 to 3 kilometres, meaning someone sleeping in one of the 1,250 tents at Trampolín can connect just like someone with a place in the facility.

Workers at the centre state that they are beginning to notice discomforts they attribute to the radiation of a unit of these characteristics, including headaches and dizziness. The same sources express surprise that there is never money to improve working conditions, yet there is budget for a station that is deployed in a day, withstands gusts of 120 kilometres per hour and provides internet coverage to those who occupy Playa del Trampolín and its surroundings every day. The Ceuta centre has been carrying an occupancy since the end of July that the government in fact budgeted up to the threshold of 1,000 places, and the mobile unit arrives when that threshold is touched and when Playa del Trampolín already functions as if it were a second centre.
